Public Interest Litigation Cell (PIL CELL)

Introduction

In pursuit of its commitment to nurture socially conscious and legally empowered individuals, Dewan Law College has established a dedicated Public Interest Litigation (PIL) Cell on its campus. The PIL Cell is a pioneering student-led initiative that seeks to instill in budding legal professionals a strong sense of duty toward societal well-being. This Cell serves as a platform for students to actively engage in legal practices that promote justice and address issues that affect the public at large, especially the marginalized and underprivileged sections of society.

Recognizing that law is not just a profession but a powerful tool for social transformation, the PIL Cell aims to bridge the gap between academic learning and practical implementation. It encourages students to look beyond textbooks and take initiative in raising their voices for public causes, under the guidance of experienced faculty and legal professionals.

Objective

The primary objective of the PIL Cell is to empower law students to utilize their legal knowledge and skills to bring about meaningful change in society. Through this initiative, students are encouraged to understand the concept and mechanisms of Public Interest Litigation, research current issues of public concern, and develop the capability to file or support PILs with the intention of protecting constitutional and legal rights of the people.

The Cell aims to foster legal awareness, provide hands-on experience in dealing with real-world legal challenges, and encourage a culture of social responsibility within the college community.

Functions and Activities

The PIL Cell performs a variety of functions to ensure that students are actively involved in addressing legal issues of public concern. Key functions include:

1. Identifying Public Interest Issues:

Students are encouraged to observe and analyze social problems affecting the common people such as environmental pollution, human rights violations, lack of access to education or healthcare, gender-based discrimination, labor exploitation, etc.

2. Legal Research and Drafting:

The Cell facilitates intensive research and legal drafting sessions to prepare PIL petitions, representations, and reports under the mentorship of faculty and practicing lawyers.

3. Organizing Awareness Campaigns:

The Cell conducts workshops, seminars, legal literacy drives, and public interactions to inform citizens about their constitutional rights and legal remedies.

4. Case Studies and Simulations:

Students are exposed to landmark PIL cases through detailed analysis, mock court exercises, and guest lectures by legal experts.

5. Filing and Supporting PILs:

Under expert supervision, the Cell may participate in drafting and filing actual Public Interest Litigations in appropriate courts where necessary, or support ongoing litigation through research and awareness.

Members of the PIL Cell

The PIL Cell comprises a diverse group of motivated individuals who share a common passion for justice and social change. The team structure is as follows:

  • Mr. Nikhil Kumar (Faculty Coordinator): A senior and experienced faculty member from the Department of Law, responsible for mentoring and supervising all activities of the Cell.
  • Adv Vishal Arun Mishra (Honorary Legal Advisor): A distinguished and practicing Senior Advocate of Supreme Court of India. With rich experience in Public Interest Litigations, the advisor provides expert guidance, strategic legal insights and mentorship to students.
  • Ravi Sharma (Student Convenor– Fourth Year B.A.LL.B. Student): Responsible for planning and coordinating all activities, the Convenor ensures smooth execution and represents the Cell within and outside the college.
  • Nidhi Sangwan (Head of Research & Drafting – Fourth Year LL.B. Student): This member is responsible for managing legal research teams, preparing documents, and maintaining the quality of written submissions including PIL petitions, reports, and legal briefs.
  • Nikita (Documentation & Media Manager – Second Year B.A.LL.B. Student): Responsible for maintaining digital records, event documentation, social media presence, and showcasing the Cell’s work on various platforms including the college website and newsletters.
